    Am Mittwoch den 14.11 wurde der Militärchef der Hamas durch eine israelische Rakete ermordet. Wenige Stunden vor seiner Ermordung unterzeichnete er noch ein Friedensabkommen, das zwischen der Hamas, Israel und Ägypten ausgehandelt war. Israel wusste über seine Unterschrift bescheid, wieso wurde er trotzdem ermordet?

    Ceasefire Understanding and Enforcement and Response Mechanisms
    Israel and Egypt
    This paper reflects understandings reached by the Government of Israel and the Government of Egypt
    regarding Israeli responses to rocket attacks from the Gaza Strip.
    The Government of Israel understands that:
    1. The Government of Hamas in Gaza has made a commitment to Egypt to enforce a full and
    comprehensive ceasefire of all attacks against Israel. As the ruling government of Gaza, Hamas
    is fully committed to ensure that all factions and groups in Gaza will adhere to the ceasefire.=
    2. The Government of Israel has made a commitment to Egypt to enforce a full and
    comprehensive ceasefire of all attacks against Gaza.
    3. If there is a violation of the agreement and there is rocket fire into Israel of any kind Israel will
    refrain from military response for a period of 24 hours during which time Hamas will ensure that
    the perpetrators of the violation are restrained.
    4. If the violations continue after 24 hours, but Hamas is seen as taking concrete steps to bring
    about a full adherence to the ceasefire, the Representative of Egypt, upon being requested by
    the Hamas can request an additional 24 hour period of restraint from Israel before a military
    response is given and Israel will respond positively.
    5. In cases where real Israeli intelligence information provides strong evidence of a terror threat to
    Israel, Israel will share the information with the Egyptian intelligence. The Egyptian intelligence
    will share the information with the appropriate party in Hamas which is obligated to take
    effective preventive actions immediately. Hamas will be granted a period of 24 hours to take
    preventive measures and report to Egypt on the success or failure of those actions. Hamas can
    request additional time for preventive measures if warranted and reasonable. If the threat is not
    appropriate dealt with and remains apparent and imminent, Israel will deal with the threat in the
    way that it sees appropriate.
    6. In cases of real and immediate threat, (a squad of militants with rockets ready for being fired)
    Israel will take immediate actions required to prevent that threat. Israel’s actions will be limited
    to the real and immediate threat. The Representative of the Egyptian intelligence will be
    contacted immediately and will take steps necessary to ensure that Hamas refrains from military
    responses and continues to adhere to the enforcement of the ceasefire.
    7. A hotline for rapid response and immediate needs will be established between Hamas and the
    Egyptian Intelligence and between Israel and the Egyptian Intelligence. Either side, at any time
    is encouraged to use the good offices of the Egyptian intelligence to deal with any real or
    apparent crisis situation.
    8. No later than the end of the fourth month after the successful implementation of these
    understandings, the representative of the Egyptian intelligence will work with the parties to
    implement a plan that will end the economic closure of Gaza. The program will include enabling
    two way trade with the West Bank. The Rafah crossing will be upgraded to include a cargo
    terminal and will be open 24/7. The military blockade will remain intact.
    9. The Government of Egypt, in cooperation with Hamas will closed hermetically all of the tunnels
    between Sinai and Gaza. The closure of the tunnels will be fully implemented within two
    months of the signing of this agreement.
    10. The Office of the UN Special Representative of the Secretary General is the correct addresses
    for lodging official complaints about violations. The UN Special Representative will respond to
    complaints on violations after a full investigation with the parties.
